«Today I was given certain preliminary audit results of other military recruitment officers, in addition to the former military recruitment officer from Odesa. And these were disappointing results. Of course, law enforcement will implement them in legal way, and the society will see everything», said president Zelenskyi in his TV address on the evening of July 25.
Several days before that, Oleksandr Novikov, the head of the National Agency on Corruption Prevention (NACP) stated that during three months NACP would check not only all military recruitment officers in the country, but their families and relatives as well. «Brothers, sisters, nephews – everyone… We’ll also check drivers, cooks, lovers and mistresses», Novikov said.
According to NGL.media, these audits have been ongoing for about a month now. As under the martial law period military recruitment officers don’t have to submit their annual income declarations, their lifestyle is being investigated – in other words, correspondence of their property with their legal incomes.
A story of a house in Briukhovychi, an affluent neighbourhood in Lviv that was given as a present to the son of Andrii Dubovoi, chief of a district military recruitment office in Lviv, can serve as an example of those «disappointing results» that the president referred to.
A house with a swimming pool as a gift
On June 29 last year Vladyslav Dubovoi, 27, received as a gift an unfinished house, 95% ready, almost 640 sg.m., together with a 0.09 hectare land plot in Ocheretiana street in Briukhovychi, which is evidenced by a deed of gift that NGL.media obtained.
The estimated cost of the house indicated in the deed of gift is 518,500 hryvinias and the land lot another 357,500 hryvnias. Therefore, the estimated cost of the gift totals 876,000 hryvnias.
According to a real estate agent, market value of a house and a land plot with this area and readiness in Briukhovychi at present can reach as much as 4 million hryvnias (around $110,000).
Indirect evidence of the price of the house being much higher is the fact that in 2018 the same building was sold by SETAP auction і Electronic trading system for arrested property for 1,400,000 hryvnias (around $52000 by the NBU rate at that time). Judging from the lot description, back then the house was even equipped with a 152 sq.m. swimming pool, in addition to all the other necessities.
Having visited Briukhovychi several days ago, NGL.media journalists found that active renovation is taking place in the house. The estate was reconstructed, the roof and windows replaced. Also, the foundation with columns for a future fence was build, and it wasn’t there in the 2018 photo from the auction.
Who gave the house to the military recruitment officer’s son?
The one who gave the house was an Albina Savchuk, 37, who had bought it five years before for 1.4 million hryvnias. NGL.media repeatedly wrote about her as a lease holder of a lake in Briukhovychi which she actively developed – which included illegally constructing a multi-storey hotel on the shore.
It’s not quite clear what connects Albina Savchuk with either Vladyslav Dubovoi whom she gave this valuable present or his father. The only connection between them Horodok where Savchuk comes from and where Andrii Dubovoi was in charge of the local military recruitment office back in his days. In 2021, his son Vladyslav also received 12 ares of land for gardening purposes from Horodok town council in Velyka Kalynka village (25 km from Lviv).
Albina Savchuk refused to explain NGL.media her relations to the Dubovois and the reason for such a previous gift. The military recruitment officer Andrii Dubovoi didn’t want to explain the nature of his relations with Savchuk either: «I don’t know you; I can’t see you. I need to have a look at you. I need to check your ID», he said in a telephone conversation on July 27, promising to call back later.
On the opposite, his son Vladyslav Dubovoi told NGL.media that Albina Savchuk is an old acquaintance of his, «one can even say, a distant relative», but refused to explain the degree of kinship. «It [the presented house] is in no way connected to the official that you mentioned, my father. I have my personal life. That’s it. I don’t want to answer any more of these questions», he added.
Who is Andrii Dubovoi
Andrii Dubovoi, 51, according to ArmiyaInform, was born in Kyiv. He graduated from Kyiv military institute of command and communication in 1994. Until 2003 he did his service in Yavoriv training area at tropospheric communication station with a callsign «Lozhnyi». In 2003-2005 he was studying at National Defense Academy of Ukraine and then began his service in Lviv regional military recruitment office. In 2015 he was appointed a chief enlistment officer in Horodok district military recruitment office.
As his income declarations are closed and Dubovoi’s biography hasn’t been published, it’s only in the open sources that we could follow all his further places of employment. According to Vkursi Pro, later he was working at Brody Joint District Military Recruitment Office, and then became a head of Lychakyivsky-Zaliznychyi Joint District Military Recruitment Office in Lviv city.
Alla Dubova, his wife, is an educator by profession. She also joined the army and was trained at the premises of 184th trainian center. She is known to work as a chief specialist at Halytsko-Frankivskyi Joint District Military Recruitment Office in Lviv city in 2015 and left her job there in 2019.
His son Vladyslav joined the army too. «When in 2019 I graduated from the university and received my military summons, I took a straightforward decision — to serve in the army […] because I didn’t want to let my father down. I didn’t want anyone saying he «got his son off the hook», Vladyslav Dubovoi said in 2021.
Real estate and cars
We found out that acquiring property through gifts is quite popular among the Dubovois. Back in 2018, Andrii Dubovoi’s grandmother gave him 0.0279 hectares of land in Shchyrets village, Pustomyty district, and a 48.3 sq.m. House on this land plot. Prior to that, his wife Alla was given 0.2 hectares in Kurovychi village, Zolochiv district. The grantor, Natalia Pobihushko, became the land owner several days before that.
In addition, Andrii Dubovoi owns 0.7 hectare of land in Yasnyska village near Lviv since 2018 (on the grounds of the order of Head Directorate of StateGeoCadaster in Lviv oblast), and his wife owns a 0.1-hectare land plot within Turynka village council, Zhovkva district, since 2015.
The family also owns property in Lviv. The Dubovoi family owns a 76.6 sq.m. apartment since 2011 – a certificate of ownership has been issued by Lviv quartering directorate.
In 2016 Andrii Dubovoi was fined 3,400 hryvnias for drunk driving in Lviv. According to YouControl, since May this year he owns a 2006 AUDI A4. Vladyslav Dubovoi owns a Volkswagen Touran (2007 year of manufacture) and VAZ 2121 (1983 year of manufacture), and Alla Dubova owns a Peugeot 207 (2007 year of manufacture).
P.S. On September 9, the National agency on corruption prevention announced that it had sent to the Department of strategic investigations of the National police a substantiated conclusion on the corruption offense of Andriy Dubovoi, which may result in the confiscation of the house.
