33-year-old Roksolana Pyrtko, a daughter of the people’s deputy Yaroslav Dubnevych who has been put on the international wanted list, spent over UAH 44.8 million to buy a luxurious apartment with an area of 145 sq.m. in a skyscraper in the Dubai centre (UAE).
Roksolana Pyrtko’s purchase of real estate became known from the collection of documents on real estate renting in Dubai, which was accessed by OCCRP, the international network of investigative reporters, the French newspaper Le Monde, and Ukrainian investigators from Slidstvo.Info and NGL.media.

The documents, analyzed by NGL.media, demonstrate that the apartment in the prestigious Dubai district, the Burj Khalifa, was bought by Dubnevych’s daughter on November 23, 2022. The apartment with three bedrooms and a total area of 145 sq.m. in the skyscraper “Forte Tower 2” cost her 4.5 million dirhams (AED) (UAH 44.8 million or EUR 1.2 million at the NBU rate). The ownership rights of Roksolana Pyrtko for this apartment are also confirmed by the data in the Mollak system of the Dubai Land Department.
In December 2023, Roksolana Pyrtko rented her apartment out at the price of 265 thousand dirhams (UAH 2.62 million) a year.
In the United Arab Emirates, Dubnevych’s daughter both acquired some real estate and got her business. In 2022, company Symbol Consulting DMCC received a local licence for marketing services and management consultations for a period of three years. This licence is required to conduct business in the UAE.
The association between the Dubai company and the Dubnevychs is confirmed by the website content of Symbol Consulting DMCC, which lists the main family projects, including the Spartak trade centre in Lviv, solar power stations in the Lviv region, and a recently launched consulting business in Slovakia.
As a reminder, previously, NGL.media found out that Roksolana Pyrtko is the founder of the Slovak company V. Development & Consulting, and a shareholder of another Slovak company, V. Investment SE. In September 2023, she and her husband bought a two-storey house in Bratislava for EUR 600 thousand.
Mykhaylo Pyrtko, Roksolana Pyrtko’s husband, may have owned a company in the UAE for some time, too; it was called P&P and terminated its activity in 2024. The advertisement, published by the local business newspaper, The Gulf Time, stated that a person with this name and surname owned 100% of P&P shares, but NGL.media didn’t succeed in finding any more detailed information about the activity of this company. It is only known that in 2021, P&P received a licence for marketing consultations and research in the UAE.
Roksolana Pyrtko is still a co-founder of the series of companies in Ukraine – Lvivbudmaks-invest, TC Roksolana, Peredzvin, Tsetulia Solar, and Lig Agro. According to YouControl data, the largest number of real estate objects is concentrated in Peredzvin. A car, Mercedes-Benz GLS 350, made in 2024, is also registered in the name of this company.
Roksolana Pyrtko hasn’t replied to NGL.media’s requests for comments in several messaging systems, and nobody responded to the call at the contact number of Symbol Consulting DMCC in the UAE.
Whereto has Yaroslav Dubnevych disappeared?
Roksolana’s father, a people’s deputy Yaroslav Dubnevych, features in two criminal proceedings, but he is hiding from the Ukrainian justice. As far back as February 2022, the prosecutor’s office submitted an indictment on his misappropriation of over UAH 93 million of JSC Ukrzaliznytsia to the court. In October 2023, Yaroslav Dubnevych was also suspected of embezzling UAH 2.1 billion worth of gas and legalization of illegally acquired profits.
Yet, two days before the suspicion of embezzling gas was announced, Dubnevych had fled Ukraine. In particular, it is demonstrated in the Europol data, specified in the Resolution of the High Anti-Corruption Court of Ukraine (HACC). It is known that on October 8, 2023, Yaroslav Dubnevych crossed the Romanian-Hungarian border to enter Hungary at the Petea crossing point, which is only a 45-minute drive from Diakove crossing point on the Ukrainian-Romanian border. At the same time, no entries about Dubnevych’s leaving the country have been found in the Ukrainian border guards’ databases.

The actual location of Yaroslav Dubnevych, put on the international wanted list in November 2023, is yet to be established. NGL.media made inquiries to the Prosecutor General’s Office and the NABU to find out in which countries he is on the wanted list and whether the circumstances of his leaving Ukraine are being investigated. In their replies, both institutions merely stated that “the resolution about putting someone on the international wanted list does not contain any restrictions regarding the countries in which this person is wanted» and ignored the question about investigating the circumstances of Dubnevych’s departure.
“Premature and uncontrolled disclosure of the data of the pretrial investigation may affect its course, impede the completeness and objectivity of establishing the circumstances of a criminal offence, and harm the interests of the victim, the suspect, and other participants of the criminal proceedings. Taking the abovementioned into consideration, it is currently not possible to provide the rest of the requested information,” was the response to NGL.media’s inquiry from the Specialized Anti-Corruption Prosecutor’s Office.
